- Howard C. Balliett was born on 24 August 1890 in Lockport, Niagara County, New York.

He enlisted on 29 May 1917 in Niagara Falls, while living at 723 Cedar Avenue, and served overseas from 10 May 1918 to 6 March 1919. He was wounded severely in action about 16 October 1918, and was honorably discharged on 31 March 1919.
- He married Catherine H. Koelle, daughter of Johannes Kölle and Mary Theresa Mayer, on 20 August 1919 in Niagara Falls, Niagara County, New York, by license issued on the 19th, with Catholic priest Rev. Felix J. Scullin officiating. The marriage was witnessed by Amelia Loretta Koelle.
