Campbell, Cowles, Higgins, Ross, Ralston and Vigal, Aldermen. . . . Council then went into an election for Attorney to the Board -- upon counting out the votes it appeared that E. D. Tracy, Esq. received the highest number, he was therefore declared to be duly elected. . . .
