- Fred Thomas Milligan was born on 5 March 1890 in Richland, Navarro County, Texas.
- Thomas Fremont Milligan and Hattie (?) appeared in the US federal census of 1 June 1900 in Greenwood, Wise County, Texas. Other members of the household included Fred Thomas Milligan, Albert W. Milligan, Ruth P. Milligan and Carrie Louise Milligan.
- The following appeared on 11 September 1903 in the Wise County Messenger: T. F. Milligan went to Fort Worth Tuesday accompanied by his son and daughter, the former of whom will enter St. Edward's school at Austin and the latter the St. Agnes at Fort Worth.
- He married Mollye Slawn.
- At the time of his death Fred Thomas Milligan was living in Decatur, Wise County, Texas, at 305 East Shoemaker.
- Fred Thomas Milligan died on 24 September 1962 at age 72 in Decatur, Wise County, Texas, at Darvin Clinic.
- His wife Mollye Slawn became a widow at his death.
- He was interred at Oaklawn Cemetery, Decatur, Wise County, Texas.
- The following appeared on 4 March 1965 in the Wise County Messenge: Mrs. Fred Milligan, 73, was buried in Oak Lawn Cemetery Sunday following services at 2:30- p.m. in the First Baptist Church where she was a member. Rev. Hubert Long, pastor, and Dr. R. E. Bell officiated at the services.
She died Saturday in Ryan, Okla., following a lengthy illness.
Mrs. Milligan was the former Mollye Slawn, widow of Fred Milligan who died in September 1962. They lived in Greenwood most of their lives, moving to Decatur in 1953 when he retired.
She had been active in the Eastern Star, Garden Club and Owl Club and attended Decatur Baptist Colletge.
Survivors include three sisters, Mrs. Dewey L. Nash of Ryan, Okla., Mrs. Floyd Clifton of Decatur and Mrs. Emma Smallwood of Walters, Okla., and eight nieces and nephews.
Pallbearers for the services were Sam acola, Nolan Boydston, L. C. Slimp, James Wilson, Joe Wren, Nolen Sewell, Wilbert Bergstrom and Frank Paschall.
