He was born April 12, 1932, in Michigan City, to Herbert and Hilda (Gielow) Keithley. In 1955 he married Nancy Lakin, with whom he had two sons. In 1983, he married Marilyn Henderson, who survives in Granite Bay.
Survivors also include the two sons, Scott (Jennifer) and Brian (Melva) Keithley, both of California; one brother, Herbert Keithley Jr., North Carolina; two step-daughters, Marci (Brian) Peterson and Kerri Holland; two grandchildren; and five step-grandchildren.
Mr. Keithley was a graduate of Purdue University and served in the USAF, navigating B-47's. He later received an accounting degree from California State University. As a legislative analyst, Mr. Keithley participated in the development of BART, the construction of the Old Sacramento Railroad Museum and the advancement of California State Parks, including Hearst Castle. He then became involved in planning the development of California Community Colleges. Upon his retirement Mr. and Mrs. Keithley and associates formed a consulting group to assist California Community Colleges in requesting state funding for development.
Mr. Keithley enjoyed his horses and lake with his family, friends and neighbors.
